**Conroe City Council Revamps Special Event Permitting to Address Downtown Concerns**

**CONROE, Texas –** The Conroe City Council on Thursday, July 13, 2023, unanimously approved significant amendments to the city’s special event permit process for downtown, effective immediately. The changes aim to introduce more structure and accountability for event organizers following months of resident complaints and compliance issues related to outdoor festivals.

City Administrator Shannon Mills spearheaded the initiative, presenting a revised ordinance designed to mitigate disruptions caused by events such as noise violations, excessive litter, and general operational challenges. Downtown residents and businesses have voiced increasing frustration over the impact of several large-scale events, with specific concerns frequently cited regarding the Whiskey Fest, Cajun Fest, and the Texas Home Grown Fest.

The updated regulations introduce several key changes for event organizers:

* **Increased Permit Fees:** The cost to host an event has seen a substantial increase. For smaller gatherings of up to 500 attendees, the permit fee jumps from $50 to $200. Larger events attracting over 5,000 participants will now face a permit fee of up to $1,000.
* **New Security Deposit Requirements:** A refundable security deposit is now mandatory. This deposit begins at a minimum of $500 for smaller events, escalating to as much as $2,000 for larger gatherings. These funds are intended to cover potential damages, cleanup costs, or non-compliance penalties.
* **Comprehensive Operational Plans:** Event organizers are now required to submit far more detailed operational plans. These plans must include specific strategies for police and fire safety, public works logistics, and a robust solid waste management strategy, ensuring thorough preparedness and minimizing last-minute issues.
* **Strict Noise Ordinance Enforcement:** A critical change for downtown residents is the implementation of stricter amplified sound cutoffs. Within the designated special events zone, amplified music and sound must now cease by 10 PM on weekdays and 11 PM on weekends. City Attorney Chad Ikner confirmed this new timeframe is non-negotiable within the regulated area.
