**Conroe ISD Gains Significant Local Control with “District of Innovation” Designation**

**CONROE, TX – February 22, 2023** – Conroe ISD parents, staff, and community members will soon experience a new era of flexibility in local education, as the district officially secured its “District of Innovation” (DOI) status. On February 21, 2023, the Conroe ISD Board of Trustees gave final approval to its DOI plan, granting the district exemptions from numerous state education laws and ushering in a period of greater local autonomy.

The District of Innovation concept, established by House Bill 1842 during the 84th Texas Legislative Session in 2015, allows traditional public school districts the flexibility afforded to open-enrollment charter schools. This statewide initiative has seen over 900 of Texas’s approximately 1,000 public school districts adopt similar plans, seeking to tailor educational approaches to their specific community needs. Conroe ISD’s approved plan will be in effect for five years, through 2028.

“This is about empowering our local leadership to best serve the unique needs of Conroe ISD students and our community,” stated Superintendent Dr. Curtis Null, echoing sentiments shared throughout the planning process. “It allows us to innovate in areas where a ‘one-size-fits-all’ state mandate might not be the most effective approach for our district.”

The most immediate and broadly impactful change for families will be the district’s newfound ability to determine its **school start date**. Moving forward, Conroe ISD will no longer be bound by the state’s mandate requiring classes to begin no earlier than the fourth Monday in August. This flexibility could allow for earlier starts, potentially leading to longer winter breaks, earlier finishes to the school year, or better alignment with local college schedules and community activities.

Beyond the academic calendar, the DOI plan introduces several other key modifications aimed at enhancing operational efficiency and educational quality:

* **Instructional Minutes:** The district can now count instruction by day rather than minutes, offering greater flexibility in scheduling and allowing for targeted professional development days without requiring waivers.
* **Teacher Contracts:** Conroe ISD gains the option to offer one or two-year teacher contracts, diverging from the standard state-mandated option. This flexibility is intended to aid in teacher recruitment and retention, allowing for more localized human resource strategies.
* **Probationary Contracts:** The plan grants more local discretion regarding probationary contracts for teachers, enabling the district to better manage personnel decisions during the initial years of employment.
* **K-4 Class Sizes:** While the district generally aims for the state-mandated 22:1 student-to-teacher ratio for kindergarten through fourth grade, the DOI plan allows for exceeding this ratio in specific, approved situations, provided the Board of Trustees grants approval. This offers a safety net for unexpected enrollment fluctuations or specialized program needs.
* **Counselor Duties:** The scope of duties for school counselors will be broadened, allowing them to engage in a wider range of activities to support students’ academic, social-emotional, and career development, potentially reducing administrative burdens.

The journey to becoming a District of Innovation was a methodical process, reflecting significant engagement from district leadership and the community. It began with an exploratory committee meeting on July 26, 2022. The Board of Trustees then formally passed a resolution to explore the DOI concept on August 16, 2022, and appointed a dedicated DOI Committee on September 20, 2022. This committee worked diligently to develop the comprehensive plan, holding a public meeting on October 25, 2022, to gather valuable input before submitting it to the State Commissioner of Education on November 2, 2022.

The final approval marks a pivotal moment for Conroe ISD, a district serving over 70,000 students across 66 campuses, as it gains the agility to implement local solutions to local challenges, setting its own course for educational excellence over the next five years.
