Jessica Frazier Identified; McDougal Charged with Murder

**Conroe Man Charged with Murder of Missing Conroe Woman Jessica Frazier; Suspect Also Faces Charges in Separate Homicide**

**CONROE, Texas – May 14, 2024** – Conroe Police have officially confirmed that human remains discovered last Friday belong to 29-year-old Jessica Frazier, who had been missing since October 2023. Following this identification, 47-year-old Don Steven McDougal, who was reportedly the last person seen with Frazier, has been charged with her murder.

Frazier was last seen on October 30, 2023, in the Willis area, sparking a multi-agency search and desperate appeals from her family. Her disappearance had been a subject of widespread concern across the Conroe and Montgomery County communities for over six months.

The grim discovery occurred on Friday, May 10, 2024, when a private landowner found human remains in a wooded area off FM 830, west of Interstate 45, near Lake Conroe. This location is approximately five miles from where Frazier was last known to be. Investigators quickly secured the scene, initiating a meticulous recovery effort.

Identification was made possible on Monday, May 13, 2024, by forensic anthropologist Dr. Katherine Beirne from the Montgomery County Forensic Center. Dr. Beirne positively identified Frazier through dental records and a “unique identifier.” Just hours after this confirmation, law enforcement filed the murder charge against McDougal.

“This is a heartbreaking resolution for Ms. Frazier’s family, but we hope that bringing the individual responsible to justice can offer some measure of peace,” stated a spokesperson for the Conroe Police Department. “Our investigators have worked tirelessly on this case since Ms. Frazier was reported missing.”

McDougal has been in custody since November 13, 2023, on unrelated charges. He was arrested and subsequently charged with the murder of Leon Laureles, whose body was discovered in the Sam Houston National Forest in San Jacinto County. Laureles’ body was found shortly after Frazier’s disappearance, raising questions about potential connections between the two cases. The timing of McDougal’s prior arrest — just two weeks after Frazier was last seen — indicates he has been incarcerated throughout the months-long search for Frazier.

The investigation into Frazier’s disappearance and subsequent death has been a complex and collaborative effort. Multiple agencies have been involved, including the Conroe Police Department, the Montgomery County Sheriff’s Office, the Texas Rangers, and the FBI Houston office. Their combined resources and expertise were crucial in both the recovery of Frazier’s remains and the subsequent charging of McDougal.

Authorities have not yet released details regarding a potential motive for Frazier’s murder or specific information about how her death occurred. The investigation remains active and ongoing as law enforcement continues to gather evidence and prepare for legal proceedings.

McDougal is currently held in the Montgomery County Jail. Details regarding his arraignment on the murder charge for Jessica Frazier are expected to be released in the coming days. The community awaits further information as the legal process unfolds for the man now accused in two separate homicide cases in the area.
