THE WOODLANDS, TX – After months of anticipation and a contentious debate, The Woodlands Township Board of Directors has officially approved the redevelopment of the Panther Trail golf course into a new public 18-hole championship-level facility. The 4-3 vote on August 15, 2023, paves the way for a project aimed at restoring accessible public golf options to the community, a feature long absent from the meticulously planned township.

Design work is slated to commence immediately, with construction anticipated to begin in 2024. The Township’s vision projects the course opening its greens to the public by late 2025 or early 2026, making it a tangible outcome of the bond initiative within a relatively short timeframe.

Despite the voter mandate, the board’s approval was far from unanimous, highlighting lingering concerns among some directors. Directors Brad Bailey, Kyle Kazzaz, and Shelley Sekula-Gibbs cast the dissenting votes, raising significant questions about the project’s financial prudence, environmental stewardship, and the overall decision-making process.

Director Bailey reportedly expressed apprehension regarding potential financial risks, including the possibility of cost overruns beyond the allocated $28 million and the long-term operational sustainability of a public course, which would rely on taxpayer funds to back its debt. “While the bond was approved by voters, it’s our duty as directors to ensure taxpayer dollars are spent responsibly and that we don’t commit to a project that could become a recurring financial burden in the future,” Bailey stated during the meeting.

Director Kazzaz also cited unease with aspects of the process, suggesting a need for more detailed financial projections and independent environmental impact assessments to thoroughly address concerns before committing to the significant investment, despite the previous bond approval.

Conversely, proponents of the project emphasized its long-term strategic value and overwhelming community demand. Chairman Gordy Bunch, a staunch advocate, highlighted the broader economic and recreational benefits this amenity will bring. “This isn’t just about golf; it’s about enhancing the quality of life for our residents, attracting visitors and tourism, and bolstering our community as a premier destination for recreation and business alike,” Bunch stated. “The bond vote clearly demonstrated our residents’ strong desire for this amenity.”

Director Ann Snyder echoed these sentiments, underscoring the missing public option for golf. “For too long, public golf has been inaccessible to many in The Woodlands. This project directly addresses that gap, providing a much-needed recreational outlet that aligns with the active, outdoor lifestyles our community embraces,” Snyder added.
