Conroe Council Approves Record Budget, Lowers Tax Rate

**Conroe Greenlights Record-Setting $263.9 Million Budget with Property Tax Rate Reduction**

**CONROE, TX – August 25, 2023** – The Conroe City Council has given its unanimous seal of approval to an ambitious $263.9 million budget for the 2024-2025 fiscal year, marking a significant investment in the city’s future while simultaneously delivering a property tax rate reduction to residents. The landmark financial plan, adopted during a council meeting on August 24, 2023, is the largest in the city’s history and aims to support Conroe’s rapid growth through extensive infrastructure upgrades, bolstered public services, and enhanced city operations.

Despite the record-setting expenditures, the council also voted 5-0 to adopt a new property tax rate of 39.5 cents per $100 valuation, a one-cent decrease from the previous rate of 40.5 cents. This reduction comes at a time of escalating property values across Montgomery County, a trend that often allows municipalities to lower the rate while still ensuring sufficient revenue to fund essential services and new projects.

The budget, which will govern city finances from October 1, 2023, through September 30, 2024, passed following two public hearings on August 10 and August 17. Notably, no citizens addressed the council during either of these sessions, a detail that Mayor Jody Czajkoski highlighted as a potential indicator of public confidence in the city’s financial stewardship.

“This is the best budget that we’ve ever had,” Mayor Czajkoski declared, emphasizing the plan’s scale and its long-term impact on the community. Councilman Howard Wood echoed the sentiment, praising city staff for their diligent work on what he described as an “aggressive budget” designed to keep pace with Conroe’s booming population and economic expansion.

The substantial financial blueprint allocates resources across a broad spectrum of city departments and critical projects, reflecting Conroe’s strategic vision for sustainable growth. Key investments include:

* **Personnel & Workforce Development:** A robust $10.5 million is designated for a 7% pay raise for all city employees, aiming to attract and retain top talent in a competitive market. Furthermore, 28 new positions will be created, including 10 additional police officers, 10 firefighters, and 8 new staff members across various administrative and service departments. This expansion addresses growing demands on public safety and city services.
* **Infrastructure & Capital Improvements:** The lion’s share of the budget is dedicated to enhancing and expanding Conroe’s vital infrastructure:
* **Roads:** $20.9 million is earmarked for critical road projects, encompassing street rehabilitation, new thoroughfare connections, and traffic flow improvements to ease congestion in growing areas.
* **Utilities:** Significant investments include $24.7 million for water infrastructure improvements, focusing on upgrading aging lines and expanding water treatment and distribution capacity, and $27.9 million for wastewater projects to ensure efficient waste management for a larger population.
* **Drainage:** $11.6 million has been allocated for crucial drainage initiatives, crucial for mitigating flood risks and improving stormwater management throughout the city.
* **Parks & Recreation:** Conroe’s green spaces and recreational amenities will receive a boost with $13.5 million for new park development, playground upgrades, trail extensions, and facility enhancements to enrich residents’ quality of life.
* **Public Safety Enhancements:** Beyond new personnel, $10.8 million is dedicated to equipping police and fire departments with essential resources, including new police vehicles, updated body cameras for officers, and critical fire apparatus to maintain rapid response times and public safety standards.
* **General Capital Projects:** An additional $13.4 million will support several cornerstone projects shaping Conroe’s future, including preliminary work and development for a new city hall, the establishment of a modern public works campus to enhance operational efficiency, and the creation of a vibrant downtown park aimed at revitalizing the city center.

Conroe, consistently ranked among the fastest-growing cities in Texas and the nation, continues to grapple with the demands of its expanding population. This budget underscores the council’s commitment to proactive planning, ensuring that essential services and infrastructure keep pace with development. While property taxes remain a core revenue source, the city’s healthy sales tax collections, driven by economic activity, also contribute significantly to its financial capacity.

Further details on the approved budget and tax rate are available on the City of Conroe’s official website.
