Tri-City Councils: Public Safety, Growth, Leadership

**Booming Montgomery County: Conroe, Willis, Montgomery Councils Tackle Growth, Public Safety Demands**

Montgomery County’s rapid expansion continues to drive key discussions and decisions within its city councils, with Conroe, Willis, and Montgomery addressing critical infrastructure and public safety needs in their recent August meetings. As populations swell, local governments are grappling with how to scale services and manage development sustainably.

In Conroe, the City Council’s meeting on August 10th prominently featured a comprehensive presentation from Fire Chief Mike Legoudes Jr. The Chief outlined an urgent need to significantly enhance the Conroe Fire Department’s capabilities, primarily to achieve a target fire response time of just four minutes, down from the current average of 6 minutes and 45 seconds. To meet this ambitious goal, the department is requesting funding for 16 new firefighters and an additional engine for Station 8. This investment carries a proposed cost of $1.2 million for personnel and $750,000 for the new apparatus. The urgency of these requests is underscored by a substantial 13% increase in fire calls and a 23% jump in EMS calls over the past five years. Further complicating service delivery, Conroe is actively planning to annex an additional 4.5 square miles, which will expand its service area and population significantly. On the development front, the council also gave final approval to plats for growing subdivisions, including Grand Central Park and The Heights, reflecting the city’s ongoing residential expansion.

Just days later, on August 15th, the Willis City Council also placed public safety high on its agenda. Police Chief Michael Montgomery presented a request for two new officers and an additional patrol car, citing concerns about increasing crime, particularly theft and burglaries impacting businesses and residents along the busy I-45 corridor. The meeting also included significant leadership changes within the council itself: Councilman Bill Cox tendered his resignation, leading to the appointment of Jose Escobedo to fill the at-large position. Escobedo will serve until the May 2024 elections, ensuring continuous representation for the city’s residents. Additionally, the council approved preliminary plats for new subdivisions named The Retreat and The Lakes, along with a key zoning change for a proposed apartment complex, signaling continued residential and commercial growth within Willis.

Earlier in the month, on August 8th, the Montgomery City Council convened to focus on strategic planning for its future development. Mayor Sara Countryman, Councilwoman Rebecca Huss, and Councilman Tom Van Horn were actively engaged in reviewing proposed updates to the city’s zoning map and discussing broader strategies for long-term growth. These discussions are critical for Montgomery, a city that seeks to balance its rich historical character with the demands of modern expansion, ensuring that growth is managed thoughtfully and infrastructure keeps pace. While public safety budgets were not the primary topic of this specific meeting, these foundational planning efforts are directly linked to future resource allocation across all city departments, including police and fire services. Broader budget discussions, encompassing all city departments, are anticipated to intensify throughout August and September across all three municipalities as they prepare for the upcoming fiscal year.

The recent activities in Conroe, Willis, and Montgomery underscore a shared challenge and commitment among Montgomery County’s rapidly growing cities: effectively managing unprecedented growth while ensuring the safety and quality of life for their expanding communities.
