**The Woodlands Express Overhauls Service with Flat Fare, Consolidated Stops, and Route Cuts Amid Ridership Decline**

THE WOODLANDS, TX – Commuters relying on The Woodlands Express downtown service face significant changes starting August 19, 2024, as The Woodlands Township Board of Directors has approved a comprehensive restructuring aimed at improving efficiency and stemming financial deficits. The unanimous 7-0 vote on July 18 ushers in a flat fare system, consolidated downtown drop-off and pick-up locations, and the discontinuation of routes to the Medical Center and NRG Park.

Under the new structure, all downtown routes will be subject to a universal $13 flat fare. This replaces the previous tiered system that included Zone 1 ($6.50), Zone 2 ($8.50), and Zone 3 ($13) fares, meaning many riders will see an increase in their daily commuting costs.

In conjunction with the fare adjustment, the multiple downtown service zones are being eliminated. Riders will now utilize consolidated drop-off and pick-up points primarily along Smith Street, Louisiana Street, Capitol Street, and Texas Avenue, specifically within the blocks bounded by these key downtown thoroughfares. This consolidation focuses the service on the core downtown business district, aiming to streamline operations for Harris County Transit, which operates The Woodlands Express.

“These adjustments, though significant, are essential for the long-term viability of The Woodlands Express,” stated Township Director Ann Snyder, following the Board’s vote. “We are committed to providing a reliable commuter service, but it must also be fiscally responsible, especially in light of changing commuting patterns post-pandemic.”

The overhaul comes as the service has struggled with a dramatic drop in ridership. Pre-pandemic, The Woodlands Express boasted approximately 3,000 daily riders. That number has since plummeted to roughly 1,000 currently, reflecting a broader shift towards remote and hybrid work models. This decline has created substantial financial strain, with the service incurring a deficit of $2.2 million in 2023. Even with the newly approved changes, a projected deficit of $1.2 million is anticipated for 2024, highlighting the scale of the financial challenge.

In a move to concentrate resources on its primary downtown Houston commuter base, the service will also be discontinuing routes to the MD Anderson/Medical Center and NRG Park areas. Commuters previously utilizing these routes will need to seek alternative transportation options, such as transferring to METRO services from downtown or exploring ride-sharing and personal vehicle options. This decision, along with the other changes, aims to better align the service with its current ridership levels and financial realities.

The Woodlands Express has served as a vital link for North Houston commuters into the city for decades, providing a convenient and often preferred alternative to driving. Buses typically depart from designated Park and Ride lots within The Woodlands, offering a direct connection to Houston’s bustling central business district.

The Township Board, including Directors John Anthony Brown, Richard Franks, Brad Bailey, Kyle Watson, Mike Bass, and Shelley Sekula-Gibbs, unanimously supported the measures, emphasizing the need for decisive action to ensure the service’s sustainability.
