CISD delays board rules for further review

CONROE — The Conroe Independent School District Board of Trustees abruptly halted a vote on a major overhaul of its internal governance policy Tuesday night, citing concerns over transparency and the potential to muzzle individual trustees.

The proposed revisions to Board Policy CD(LOCAL), known as the Board Operating Procedures (BOP), were slated for approval during the April 23 meeting. However, after a contentious discussion among board members, Board President Skeeter Hubert opted to pull the item from the agenda, signaling that the proposed rules require further deliberation.

The BOP serves as the rulebook for the seven-member board, governing everything from how trustees interact with district staff to the formal process for placing items on future meeting agendas.

The delay was prompted by Trustee Stacey Chase, who raised a red flag regarding substantive changes to the policy that she said were introduced with little lead time. Chase specifically targeted Sections 7 and 9 of the proposal, arguing that the language could create a "chilling effect" on the board’s ability to communicate with constituents. She also voiced concerns that the new procedures could create unnecessary hurdles for trustees attempting to bring community-driven issues before the board for a vote.

"We are here to represent the public," Chase said during the meeting. "When these kinds of significant changes appear at the eleventh hour, it raises questions about the intent and the impact on our primary responsibility to our constituents."

Trustee Ray Sanders joined Chase in opposing an immediate vote, stating that the proposed changes had not been thoroughly vetted by the full board. Sanders argued that such foundational shifts in governance deserve a workshop setting rather than an expedited vote.

The tension highlighted a broader struggle within the board regarding the balance between streamlined administrative processes and the individual autonomy of trustees. Trustee Tiffany Nelson stressed that the final policy must ensure trustees remain empowered to contact district staff and pursue concerns without facing bureaucratic roadblocks. Trustee Christine Schwartz also expressed support for postponing the decision, agreeing that the current draft required more internal scrutiny.

While the proposed policy had previously undergone a legal review and discussions within a board committee, several trustees noted that "last-minute tweaks" shifted the document’s focus in ways they did not fully understand or support.

Board President Skeeter Hubert acknowledged the concerns, suggesting that the board hold a future workshop or convene in executive session to hash out the specific language of the contested sections.

"We want to get this right, and it is clear that we are not quite there yet," Hubert said before moving to remove the item from the agenda.

The decision to delay the vote comes at a time when Conroe ISD, one of the fastest-growing districts in Texas, has faced increasing public scrutiny regarding board transparency and governance. The district’s board operating procedures were last updated in 2022, and this proposed revision was intended to modernize internal workflows.

There is currently no set date for when the policy will return to the board for a final vote. The board’s next regular meeting is scheduled for May, though special workshops may be called prior to that date to address the governance revisions.
