CISD proposes budget, lower tax rate, staff raises

CONROE, Texas – The Conroe Independent School District Board of Trustees is inviting community members to participate in a pivotal public hearing scheduled for Tuesday, August 20, 2024. The session, which will begin at 6:00 p.m. at the CISD Board Room located at 3200 West Davis Street, serves as the final opportunity for residents to voice their opinions on the district's financial roadmap before officials finalize the 2024-2025 budget and tax rate.

The proposal comes at a time when school districts across Texas are grappling with inflationary pressures and static state funding formulas. Despite these challenges, Conroe ISD officials have put forward a tax rate of $0.9067 per $100 of property valuation. If approved, this represents a three-cent reduction from the current rate of $0.9367. The proposed rate is split into two distinct tiers: $0.6667 for Maintenance and Operations (M&O), which covers the district's day-to-day payroll and utility costs, and $0.2400 for Interest and Sinking (I&S), which is dedicated to servicing the district's long-term debt.

The Maintenance and Operations portion represents the absolute minimum rate allowed by state law, a move district leaders say is intended to provide some tax relief to local property owners amid rising home appraisals.

The fiscal plan for the upcoming school year carries a total price tag of $649,890,240. A significant portion of this spending is dedicated to human capital, as the district aims to remain competitive in the Houston-area labor market. The proposed budget includes a 3% general pay increase for all staff, supplemented by an additional $200 monthly stipend for full-time employees. This $2,400 annual increase elevates the starting salary for new teachers in the district to $62,700. Additionally, the district has pledged to absorb rising healthcare premium costs, shielding staff from out-of-pocket increases that many other organizations are currently passing on to employees.

As one of the fastest-growing districts in the state, Conroe ISD must also balance salary obligations with the logistical needs of rapid expansion. The district projects an influx of roughly 2,000 new students this academic year, requiring significant investments in classroom capacity and staffing.

Safety remains a central pillar of the district’s planning. The budget earmarks more than $14 million for security enhancements, including the recruitment of additional police officers, the hiring of more safety personnel, and the installation of upgraded security technology across all campuses. In a move toward long-term fiscal stability, the administration has also proposed setting aside $12.3 million into an assigned fund balance. This reserve, often referred to as a rainy day fund, is designed to buffer the district against future volatility in state legislative funding.

The public hearing on August 20 is the primary vehicle for resident input, though the final vote will not occur during this session. Instead, the Board of Trustees is slated to reconvene on August 27, 2024, to conduct a formal vote on the adoption of the budget and the tax rate.

For residents who cannot attend in person, the district provides meeting agendas and supplemental budget information on the CISD website at www.conroeisd.net. School board officials are encouraging parents, taxpayers, and community stakeholders to review the proposed budget documents prior to the hearing to gain a better understanding of how these funds will be allocated in the coming year.
