Conroe continues virtual executive sessions through 2023

CONROE, Texas – The Conroe City Council and the Conroe Industrial Development Corporation (CIDC) have confirmed they will continue utilizing virtual platforms for executive sessions through the remainder of 2023. This departure from traditional in-person meetings at Conroe City Hall marks a sustained reliance on digital protocols that first emerged during the height of the COVID-19 pandemic.

Under the Texas Open Meetings Act, governmental bodies are permitted to hold executive sessions to discuss specific, sensitive matters. These topics, which remain shielded from public view, include economic development negotiations, commercial real estate transactions, personnel evaluations, and pending or contemplated litigation.

The decision to conduct these sessions remotely utilizes legal allowances initially granted under Governor Greg Abbott’s disaster declarations. While many local government functions have returned to traditional formats, Conroe officials have opted to maintain the virtual option for these confidential briefings, citing logistical efficiency and the private nature of the discussions.

The Conroe City Council is scheduled to hold these virtual sessions on October 13, October 27, November 10, November 24, December 8, and December 22. The CIDC board, which oversees the city’s economic development initiatives, will also conduct virtual executive sessions on October 27, November 24, December 8, and December 22.

Prior to 2020, City Council members and CIDC directors were required to convene in person at City Hall for all agenda items, including those held behind closed doors. The shift to a digital format was initially a temporary measure to accommodate social distancing mandates, but city leadership has since determined that the virtual model serves as a practical, workable solution for the sensitive nature of these specific legal discussions.

While executive sessions are not open to the public, the governing bodies are still required to convene in public for all non-exempt business. Residents interested in reviewing the general agendas for upcoming meetings can find information on the city’s official website at www.cityofconroe.org.

Transparency advocates often monitor the use of executive sessions to ensure that only items legally permitted under Chapter 551 of the Texas Government Code are discussed in private. City officials maintain that the virtual format does not change the scope of what can be discussed, emphasizing that all decisions requiring a public vote are still conducted in open meetings as required by state law.
