Conroe Honors Top Employees for 2024

CONROE, Texas – The City of Conroe formally honored its workforce earlier this month, highlighting three long-term public servants during a City Council meeting held in early 2025. The ceremony, which celebrated the city’s top performers for the 2024 calendar year, saw Monica Quinton of the Conroe Police Department named the 2024 Employee of the Year.

Quinton, who serves as the Records Manager for the Conroe Police Department, has been a fixture at City Hall since she joined the municipal staff in 1994. With 30 years of institutional knowledge, she has become a central figure in the department’s administrative operations. City leadership noted that her tenure has spanned significant historical challenges for the region, including the COVID-19 pandemic and multiple major hurricanes.

Her recent work has focused on the modernization of the department’s administrative infrastructure, most notably spearheading the transition from paper-based filing systems to a comprehensive electronic records management platform. Police Chief Jeff M. Christy praised Quinton for her role in improving departmental efficiency and maintaining the high-stakes integrity required for police records. For the top honor, Quinton was awarded a $1,000 gift card, a framed certificate of appreciation, and a gold-toned commemorative name badge.

The city also recognized two runners-up, both of whom have provided nearly two decades of service to the Conroe community.

David Rodriguez, a Water Production Operator in the Utilities Department, was honored for two decades of service dating back to 2004. As an essential operator, Rodriguez is responsible for the daily monitoring of the city’s water quality and the technical maintenance required to keep the municipal supply flowing. City officials highlighted his work in emergency response, specifically his availability and skill during water main breaks and infrastructure repair projects.

Also recognized as a runner-up was Sergeant Mark Williams of the Conroe Police Department. Since joining the force in 2005, Williams has built a reputation for proactive crime prevention and community-oriented policing. During the ceremony, Chief Christy pointed to Williams’s influence on the next generation of officers, citing his active role in mentoring recruits and ensuring the department’s internal standards for conduct and safety are upheld.

Both Rodriguez and Williams were presented with $500 gift cards, framed certificates, and silver-toned name badges.

The awards were presented by a leadership team including Mayor Sara Countryman, City Administrator Wayne S. Mack, and Assistant City Administrator and HR Director Patricia S. Buysse.

The annual awards ceremony is part of a broader effort by the City of Conroe to improve employee retention and morale as the city continues to experience rapid population growth. According to data from the North Central Texas Council of Governments and the U.S. Census Bureau, Conroe remains one of the fastest-growing cities in the United States, placing significant pressure on municipal infrastructure and staff.
