CONROE, Texas — The Conroe Independent School District (CISD) Board of Trustees has hit the pause button on a contentious update to its operational policy, postponing a final vote on the proposed "DAB Local" rules until December.
During the board’s meeting on Tuesday, November 14, at The Woodlands College Park High School, trustees voted 5-2 to delay action on the policy, which serves as the governance rulebook for the district’s elected officials. The postponement extends a period of intense public debate over how the board conducts its business and interacts with constituents.
Board President Skeeter Hubert, who made the motion to delay, was joined by Trustees Scott Johnson, Datari Turner, Rayford Gay, and Misty Odenweller in favor of the postponement. Board members Stacey Schaefer and Tiffany Nelson cast the dissenting votes, arguing that the board had already invested significant time into the review process and should move forward with a decision.
The DAB Local policy has become a flashpoint for community advocates, many of whom have expressed concerns that the proposed revisions could undermine transparency. Key changes under consideration include:

Johnson argued that the board should prioritize openness rather than erecting barriers to public participation.
Superintendent Dr. Curtis Null has previously framed the revisions as an effort to streamline board operations and provide clear, consistent procedures for running meetings. District officials maintain that the goal is to create a more efficient environment for the board to conduct the business of the district.
