CONROE, Texas — Conroe Independent School District’s effort to reclaim the classroom from digital distractions is proving to be a logistical and disciplinary challenge, as new data reveals more than 1,100 cell phone-related infractions in the first six weeks of the 2023-2024 academic year.

The policy, which took effect August 9, mandates that all devices remain powered off and stored out of sight for the duration of the school day, including during passing periods and lunch. For a district serving 72,000 students, the transition has been stark, resulting in a wave of confiscated hardware and a surge in administrative paperwork.

According to a report presented to the Conroe ISD Board of Trustees on October 17, high school campuses recorded 745 phone-related referrals between August 9 and September 21. When the district expanded strict enforcement to junior high campuses in mid-September, those schools added another 365 referrals in just two weeks, pushing the total to 1,110.

Conroe High School led the district in violations with 170 referrals, followed by Oak Ridge High School with 158 and Grand Oaks High School with 141.

The district’s escalating disciplinary framework is designed to move beyond simple warnings. A first offense results in a formal referral and requires a parent or guardian to physically retrieve the device from the school office. A second violation incurs the same process, coupled with a mandatory $15 administrative fee. Third offenses escalate to in-school suspension (ISS), with further infractions potentially leading to out-of-school suspension (OSS).

Superintendent Curtis Null has been a vocal proponent of the “bell-to-bell” silent policy, arguing that the removal of personal devices is essential for recapturing student attention. In his October address to the board, Null noted that while the implementation has been bumpy, anecdotal evidence from teachers suggests that student engagement and face-to-face social interaction during lunch periods have improved.

The policy places Conroe ISD at the forefront of a growing trend in Texas education. Districts across the state have increasingly moved toward "away for the day" policies, citing concerns over social media-driven cyberbullying, academic cheating via AI-enabled devices, and the persistent distraction of constant notifications.

However, the change has sparked a spirited debate among the district’s parent community. Proponents of the policy argue that schools should be environments free of social media drama and the academic handicap of multitasking. Conversely, many parents have expressed anxiety regarding school safety.

"The concern isn't about what they’re doing in class, it’s about what happens if there’s a lockdown or a family emergency," said one parent during the public comment portion of the October 17 board meeting. "When seconds count, that phone is their lifeline."

District officials have maintained that school landlines and administrative staff remain the primary contact point during emergencies, noting that personal devices can sometimes hinder clear communication during critical incidents by flooding cellular networks.

As the semester progresses, district leadership indicated they will continue to monitor referral data to determine if the numbers plateau as students adjust to the new reality. For now, the administration shows no sign of backing down, signaling that for the 2023-2024 year, the classroom environment in Conroe ISD will remain intentionally analog.
