Conroe ISD: Health Report & Legislative Outlook

CONROE, Texas – The Conroe Independent School District Board of Trustees will convene on May 14 to address a dual-agenda focused on the current health of its student body and the shifting regulatory landscape coming out of Austin.
The board meeting is scheduled for 6:00 p.m. at the Conroe ISD Administration Building. Trustees will begin by reviewing the district’s comprehensive annual health report for the 2023-24 school year, a diagnostic document that evaluates the efficacy of internal initiatives ranging from physical wellness and nutrition programs to mental health support services and substance abuse prevention efforts.
This year’s health report carries added weight as the district navigates post-pandemic academic recovery. Board members are expected to look closely at data concerning bullying prevention and student mental health resources, both of which have been prioritized in recent district budgets as part of a holistic approach to student success.
Following the health review, the board will shift its focus to the long-term impact of state-level policy. As the district closes out the current academic year, administrators are preparing for the regulatory environment of the upcoming 90th Texas Legislative Session.
The discussion serves as both a retrospective on the 88th Legislative Session—which concluded its final special session late last year—and a strategic planning session for the future. The 88th session fundamentally altered the operational landscape for Conroe ISD, bringing a wave of mandates that required significant internal restructuring.
One of the most consequential pieces of legislation, House Bill 1605, has already funneled roughly $10.5 million into the district. These state matching funds were earmarked specifically for high-impact tutoring, reading academies, and expanded parental involvement initiatives. Trustees will evaluate the return on investment for these programs, which have been vital in addressing academic gaps across the district’s 60-plus campuses.
Other legislative pillars remain central to the board's oversight, particularly House Bill 3, which mandated that all Texas school districts station an armed security officer on every campus. While Conroe ISD has implemented compliance measures, the recurring costs of security personnel and the specialized training required for mental health intervention remain a point of discussion for the upcoming fiscal budget.
Further, House Bill 18, which introduced strict requirements for digital safety and online curriculum oversight, continues to shape the district’s professional development calendar. Additionally, the mandates under House Bill 1416, which redefined how compensatory services are provided to students in need of academic support, continue to influence staffing and resource allocation in special education departments.
Looking toward the 90th Legislative Session, the board is preparing for a cycle that begins with the November 2024 general election. The session is set to officially convene in January 2025 and is mandated to conclude by May 2025. However, district leadership is preparing for the possibility of special sessions, which historically have been used to revisit high-profile issues like school funding and voucher legislation—topics that directly impact district revenues and local control.

Because the state’s biennial budget is determined during the regular session, the board’s current work is intended to build a foundation for advocacy and financial planning as the district faces potential shifts in state funding formulas.
