Conroe ISD Refines Agenda Policy for Transparency

Conroe ISD is revamping board policy BDB(LOCAL) to standardize how trustees propose agenda items.

CONROE, Texas — The Conroe Independent School District is moving to overhaul its internal governance procedures, specifically targeting board policy BDB(LOCAL), in an effort to standardize how agenda items are proposed and vetted by trustees.

During a regular board meeting on June 29, 2026, district leadership presented an update on the proposed changes, which seek to replace informal submission processes with a formal documentation structure. The initiative is intended to curb administrative ambiguity and ensure that all seven members of the Board of Trustees have sufficient time to review and analyze topics before they are brought to a public vote.

Under current district policy, individual trustees can place items on an agenda by submitting a written request to the board president at least 10 business days prior to a scheduled meeting. However, some board members have expressed concern that this process lacks the necessary rigor and lead time for collective deliberation.

Trustee Skeeter Hubert pointed to the board’s June 18 meeting as a primary catalyst for the change. During the recent discussion, Hubert noted that under the existing procedural framework, trustees frequently remain unaware of specific items added by their colleagues until the final agenda is publicly posted. This, he argued, leaves board members with insufficient time to consult with staff or constituents regarding the nuances of a proposal.

To address these transparency gaps, the district is considering the introduction of a standardized “Request for Discussion/Action Item” form. If adopted, the new policy would require any trustee proposing an agenda item to submit the request to both the board president and the superintendent.

The proposed form would demand more than a simple title or request; it would require the sponsor to provide a detailed summary of the item, an analysis of potential legal implications, and an assessment of any financial impacts the proposal might have on the district’s budget.

Board President Stacey Chase confirmed that the board’s policy committee is currently vetting the language of the proposal in consultation with legal counsel.

“The objective is to draft a good policy that is consistent, promotes transparency, and remains clear to everybody involved,” Chase said during the meeting.

The move toward stricter agenda controls comes as school districts across Texas face increasing pressure to balance open-government requirements with efficient meeting management. Standardizing the agenda-setting process is a common practice among large districts to prevent "surprise" motions and ensure that the superintendent’s staff has adequate time to prepare research reports for the board.

While the district has not established a firm timeline for the final adoption of the policy, the Board of Trustees is expected to revisit the language at subsequent meetings held at the district offices in Montgomery County.
