Conroe Man Charged with Child Pornography, Endangerment

CONROE, Texas — A 45-year-old Conroe man remains in custody this week after a multi-agency investigation led to his arrest on serious felony charges involving the exploitation and endangerment of a child.

Joseph Allen Barta was taken into custody on Thursday, November 2, following a coordinated search of his residence in the 2800 block of West Davis Street. According to the Conroe Police Department, Barta is facing two counts of possession of child pornography and one count of endangering a child.

The investigation began recently when Conroe police received an initial tip regarding illegal activity. Recognizing the severity of the allegations, local authorities activated the Montgomery County Internet Crimes Against Children (ICAC) Task Force. The task force, which is spearheaded by the Conroe Police Department, collaborated closely with federal agents from Homeland Security Investigations (HSI) to vet the information and identify the suspect.

The gathered intelligence eventually led to the issuance of a search warrant for Barta’s Conroe property. During the execution of that warrant, investigators recovered digital evidence that officials say directly supports the charges filed against him.

Following his arrest, Barta was transported to the Montgomery County Jail, where he is currently being held on a combined bond of $750,000. Court records indicate that bail was set at $300,000 for each of the two child pornography charges, with an additional $150,000 bond assigned to the charge of endangering a child.

The case has been assigned to the 221st District Court, where Judge Lisa Michalk will preside over the proceedings. Barta is currently awaiting his arraignment.

The Conroe Police Department has not released further details regarding the specific circumstances surrounding the endangerment charge, citing the ongoing nature of the investigation. The use of the ICAC Task Force in this case highlights a growing commitment by Montgomery County law enforcement to pool resources with federal partners to combat the proliferation of child exploitation materials online.
