TX Allocates $150M for East Texas Power Pole Hardening

Gov. Abbott secured $150M to harden East Texas' power grid. Entergy Texas will replace 10k-12k vulnerable poles with storm-resistant steel/fiberglass.

THE WOODLANDS — Governor Greg Abbott announced on Monday that $150 million in federal and state funding has been secured to launch an extensive infrastructure hardening project across East Texas, aiming to fortify the regional power grid against increasingly volatile weather patterns.

The funding, funneled through the Texas Division of Emergency Management’s (TDEM) Hazard Mitigation Grant Program, will allow Entergy Texas to replace or reinforce between 10,000 and 12,000 transmission poles. The project is a direct response to the vulnerabilities exposed by the catastrophic February 2021 winter storm, which left millions of Texans without power for days, as well as subsequent severe storm seasons that have taxed the region’s aging electrical distribution systems.

Speaking from The Woodlands, Governor Abbott characterized the initiative as a critical step in securing the state’s energy future. He emphasized that the goal is not only to prevent outages but to ensure that when localized damage does occur, the grid remains resilient enough to allow for rapid restoration.

The new infrastructure marks a significant technological shift for the region. The existing wooden poles, which have historically been susceptible to rot, storm-driven debris, and high winds, are set to be replaced with reinforced steel and high-durability fiberglass models. According to project specifications, these materials are engineered to withstand sustained winds of up to 140 miles per hour, meeting structural standards equivalent to those required to survive a Category 4 hurricane.

The geographic scope of the project targets nine East Texas counties that have frequently faced the brunt of severe weather events: Montgomery, Liberty, Hardin, Polk, Tyler, Jasper, Newton, Orange, and Jefferson.

While Entergy Texas will lead the primary construction and engineering efforts, the project will also leverage the expertise of the Texas A&M Forest Service. The agency will conduct comprehensive vegetation management programs along utility corridors, focusing on clearing trees and brush that threaten power lines—a primary cause of outages during high-wind events.

The project is scheduled to break ground in the fall of 2026, with a projected completion date set for late 2028. State officials noted that while the upgrades will cause localized construction activity, the long-term benefit is expected to be a drastic reduction in the duration and frequency of power interruptions for East Texas residents.

Utility experts have long advocated for such "hardening" projects, noting that as Texas faces more frequent extreme weather, grid stability is no longer just a matter of generation, but of physical distribution integrity. The 2021 winter freeze and subsequent severe storms in 2023 and 2024 served as catalysts for legislative action, leading to the allocation of these specific TDEM grants.

Residents in the affected counties can expect to see utility crews and vegetation management teams along transmission corridors starting in the coming months as staging for the fall rollout begins. Further updates on specific project timelines and construction impacts will be available through the Entergy Texas website and local emergency management portals.
