Conroe Breaks Ground on New $56M Public Works Facility

CONROE, Texas – The City of Conroe officially broke ground on a transformative $56 million infrastructure project this Tuesday, March 19, marking the beginning of construction on a new Public Works facility that officials say is vital to sustaining the city’s rapid growth.

The sprawling 38-acre site, located at 401 Sgt. Ed Holcomb Blvd. South, will soon house the consolidated operations of the city's essential service departments. The move is designed to replace the current, aging facility located on the north side of the same boulevard, a structure that has served the city since 1968.

For years, the existing facility has struggled under the pressure of Conroe’s status as one of the fastest-growing cities in the United States. Spanning only 25,000 square feet on a cramped 2.5-acre lot, the old building is no longer sufficient to support the 90 employees currently tasked with maintaining the city's streets, water, and wastewater systems.

Mayor Pro Tem Raymond McDonald, speaking at the ceremony, noted that the infrastructure limitations had become a significant operational bottleneck. The new site is designed to accommodate between 120 and 150 employees, ensuring the city can scale its workforce as the population continues to climb.

When the project reaches its projected completion date in the fall of 2025, it will feature approximately 100,000 square feet of operational space. The site will act as a centralized command center for engineering, fleet services, utilities, and drainage departments, among others. Beyond administrative offices, the facility will boast state-of-the-art service bays, specialized welding shops, and modern vehicle wash and fueling stations.

Public Works Director Norman Erwin emphasized that the project is as much about employee welfare as it is about operational capacity. The new campus will feature modern amenities including dedicated training rooms, conference facilities, break areas, and a staff gym, aimed at improving morale and safety for city workers.

Erwin publicly recognized the contributions of Mayor Andy Isbell, crediting his long-term foresight in securing the necessary support to move the project from the planning phase to construction.

The construction of the complex is being spearheaded by DBSI, with architecture and engineering services provided by PGAL. City officials confirmed that the $56 million price tag is being covered through a strategic financial plan involving the sale of surplus city-owned property and the issuance of certificates of obligation, a move city leadership describes as a fiscally responsible investment in the city's future.

As Conroe continues to experience residential and commercial expansion, the new Public Works hub is expected to provide the necessary backbone for the city to maintain public safety, infrastructure integrity, and municipal efficiency for decades to come.
