Conroe ISD Approves Staff 4% Pay & Teacher Salaries

CONROE – The Conroe Independent School District Board of Trustees has approved a comprehensive compensation package for the 2024-2025 school year, delivering a 4 percent pay raise to all district employees. The board voted unanimously during their regular meeting on Tuesday, June 18, to authorize the $22.7 million investment, which impacts approximately 9,000 staff members ranging from classroom teachers to support personnel.
The new salary structure represents a significant shift in the district's competitiveness within the Houston-area job market. For teachers, nurses, and librarians, the 4 percent increase is calculated based on the midpoint of the current salary scale. All other employees, including hourly staff, bus drivers, and administrative support, will receive a direct 4 percent increase based on their current base pay.
Under the new plan, the starting salary for a first-year teacher in Conroe ISD will rise to $64,000. For educators with 15 years of classroom experience, the base salary will increase to $70,000. Additionally, the district is introducing a new longevity initiative: an Experience Stipend that provides an extra $1,000 annually to teachers who have served more than 20 years, a move designed to incentivize the retention of veteran educators.
Superintendent Dr. Curtis Null credited the district’s ability to fund these raises to years of conservative fiscal management and the strategic use of federal Elementary and Secondary School Emergency Relief (ESSER) funds. Dr. Null noted that with this increase, Conroe ISD now offers the highest starting teacher salary among its primary benchmark districts, which include Klein, Spring, and Aldine ISDs.
The $22.7 million cost of the compensation package will be absorbed into the district’s existing maintenance and operations budget. District officials confirmed that the raises will be implemented without an increase to the local property tax rate. During the meeting, board members highlighted the importance of fiscal sustainability, with Treasurer Datari Turner commending the administration for securing the raises without needing to tap into the district’s primary fund balance.
The approval comes at a time when school districts across Texas are grappling with stagnant state funding levels and rising operational costs. By prioritizing staff compensation, Conroe ISD aims to mitigate the impact of inflation on employees while simultaneously bolstering recruitment and retention efforts in a highly competitive educational landscape.
