Conroe ISD builds for long-term growth despite dip

CONROE, Texas – Conroe Independent School District is moving forward with an aggressive multi-billion-dollar expansion plan, banking on long-term population projections despite a recent cooling in the pace of student enrollment.
While the district reported a total enrollment of 71,967 students in the fall of 2023, the growth represents a modest 2.4 percent increase over the previous year. While the 1,691-student gain was technically higher than the 1,514 increase recorded in 2022, it fell short of the 72,551 enrollment figure district demographers had initially forecast for the 2023-2024 academic year.
District leadership describes the deviation from projections as a minor fluctuation rather than a shift in long-term trends. Superintendent Dr. Curtis Null recently characterized the current numbers as a temporary trough in growth, while Chief Financial Officer Dr. Hedith Upshaw noted that the underlying demand for public education in the district remains robust.
Officials point to macroeconomic factors as the primary drivers of the recent slowdown. Higher interest rates have complicated residential construction in Montgomery County, causing some housing developments to move at a slower pace than originally expected. Additionally, the district has observed a decrease in the rate of student transfers from outside the district, a factor that previously bolstered growth figures.
However, the long-term outlook remains aggressive. Data from Population and Survey Analysts (PASA), the firm contracted to track demographic shifts for Conroe ISD, indicates that the district is on an unyielding upward trajectory. Projections show the district reaching 80,486 students by the 2028-2029 school year, with that number swelling to 88,432 by 2033-2034. By the 2038-2039 school year, analysts expect the district to serve more than 94,943 students, an influx of approximately 23,000 additional students over the next 15 years.
To manage this massive population shift, the district is relying on the voter-approved $1.9 billion bond package passed in November 2023. The funding is currently being deployed to secure land and break ground on a massive slate of capital projects.
The roadmap for new facilities is significant. Four new elementary schools are currently in the development pipeline. Elementary #28 is scheduled to serve the Grand Central Park area with an August 2025 opening, followed by Elementary #29 in Harper's Preserve in August 2026. Two additional elementary campuses, currently designated #30 and #31, are planned for August 2027 and 2028, respectively, to serve emerging development zones.
Secondary education is also seeing a massive investment. Middle School #12 is slated for the Grand Central Park area by August 2026, while Middle School #13 is expected to open in Harper’s Preserve in August 2028. Furthermore, the district is preparing for the construction of its tenth high school, with an ambitious target opening of August 2027.
The bond money is not limited to new construction. A significant portion of the funds is allocated for extensive renovations and capacity expansions at legacy campuses. Major projects are already underway or in the planning phases for Peet Junior High, Conroe High School, Oak Ridge High School, and The Woodlands High School.
To date, the district has confirmed the purchase of four land parcels designated for these future facilities, a move officials say ensures they are positioned to act quickly as housing developments finalize and families move into the region.
