Conroe Approves FY25 Budget & Tax Plan

CONROE, Texas – The Conroe City Council officially approved a 293.7 million dollar budget for the 2024-2025 fiscal year on Thursday, June 13, securing a strategic financial blueprint that aims to balance rapid regional growth with municipal service demands.

The approved budget, which takes effect on October 1, 2024, and spans through September 30, 2025, includes a 90.5 million dollar General Fund allocation dedicated to the city’s day-to-day operations.

In a move intended to provide some relief to local taxpayers, the council voted to lower the property tax rate from 0.3775 dollars to 0.3700 dollars per 100 dollars of valuation. While this represents a decrease of 0.0075 dollars, city officials acknowledged that many residents may still experience an increase in their actual tax bills. This discrepancy is due to the continued rise in property valuations across Montgomery County, a common trend in one of the fastest-growing regions in the United States.

City financial analysts noted that as home values climb, the tax base expands, allowing the city to generate the necessary revenue to fund critical public services despite the lower rate.

A central pillar of the new budget is the expansion of the city’s workforce. The council approved the addition of 27 full-time positions, with a heavy emphasis on public safety. The Conroe Police Department and the Conroe Fire Department will each receive ten of these new roles, a decision prompted by the need to maintain emergency response times and service levels amid the city’s surging population. The remaining seven positions will be distributed across various municipal departments to support administrative and operational infrastructure.

Beyond personnel, the budget earmarks significant capital for long-term projects. Infrastructure improvements for city streets and utility networks remain a high priority, alongside efforts to modernize water and wastewater facilities to accommodate the increased density and commercial development occurring throughout Conroe. Investments in parks and recreation are also slated to continue, reflecting the city’s ongoing effort to improve the quality of life for its residents.

Mayor Sara Countryman praised the council's collaborative approach to the spending plan. This budget reflects our commitment to responsible growth, prioritizing the safety and quality of life for all Conroe residents, Countryman said following the vote.

City Administrator Paul Virgadamo highlighted the extensive review process that preceded the final approval. We have worked diligently to present a budget that is fiscally sound, addresses the city’s evolving needs, and maintains our high standards of service, Virgadamo stated.

The budget adoption comes as Conroe continues to navigate the pressures of being a major hub within the Houston-The Woodlands-Sugar Land metropolitan area. With the city’s population trending upward, council members have signaled that future budget cycles will likely maintain a similar focus on infrastructure resilience and public safety staffing.
