Kendra Wiggins Leads Conroe ISD Special Education

CONROE, Texas — Conroe Independent School District has entered a new chapter in its efforts to support its growing student population with disabilities. Kendra Wiggins, a veteran educator who has spent her entire 25-year career within the district, officially stepped into the role of Executive Director of the Special Education Department on July 1, 2023.
Wiggins now leads a massive administrative and instructional operation, overseeing specialized services for more than 7,200 students with disabilities across the district’s 68 campuses. As the district continues to navigate the challenges of a growing student body in one of the fastest-growing regions in Texas, Wiggins’ appointment represents a commitment to institutional knowledge and continuity.
Her career at Conroe ISD dates back to 1998, when she began as a special education teacher at San Jacinto Elementary, working with students from first through sixth grade. Her path to executive leadership included stops as the Assistant Principal at San Jacinto Elementary and Principal at Houser Elementary. Most recently, she spent seven years serving as a Director within the Special Education Department, a role that prepared her for the complexities of overseeing district-wide compliance, programming, and stakeholder engagement.
Wiggins, who grew up in New Braunfels, earned her Bachelor of Science in Interdisciplinary Studies from Texas State University and a Master’s in Educational Administration from Sam Houston State University.
As Executive Director, Wiggins is prioritizing the strengthening of communication bridges between the school district and families. Her leadership approach centers on a philosophy of assuming positive intent, an outlook she believes is essential when navigating the often-complex Individualized Education Program (IEP) process. Her goal is to move the department toward a model that emphasizes greater independence for students and seamless transitions as they age out of the K-12 system and toward post-secondary life.
Conroe ISD has faced increasing pressure in recent years to provide equitable resources as the district expands. Wiggins’ focus on inclusive educational practices and collaborative problem-solving is viewed by district officials as a key strategy to ensure that the district remains in compliance with federal mandates while meeting the unique needs of thousands of diverse learners.
